Starting partway along is what makes this harder than a plain chart. The 2s line begins at twenty rather than two, the 5s at thirty-five, the 10s at a hundred and twenty. A child who has only ever chanted the sequence from the beginning has to work out where they are before they can carry on, and that is the actual skill.
The last line counts by 3s from nine, which is a step past the 5s and 10s that Grade 2 usually stops at. Treat it as the stretch row rather than the standard, and let a child who is still shaky leave it.
Having the final box already filled means every line self-checks: land on the wrong number and it will not meet the end.
