Every word in the bank is one a first grader already recognizes, so the difficulty sits in the copying rather than the reading. A child has to find the right word, hold it in their head and get it onto the line with the letters in the right order, which is a different job from reading it off the page.
Eight items is deliberately short. A sheet of twenty turns into a chore around the twelfth line, and the handwriting falls apart before the end. This one gets finished, which matters more at this stage than the number of repetitions.
